Glicken Turnley, Ph.D.
Dr. Jessica Glicken Turnley is President of Galisteo Consulting
Group, Inc., a consulting firm in Albuquerque, NM. She also holds
an appointment as Senior Fellow, Joint Special Operations University,
USSOCOM. Through her work with Galisteo Consulting Group, she
has provided services in strategic business planning, organizational
development, corporate culture change, policy analysis and national
security, and economic development to a wide variety of clients
in the public and private sector. As a Senior Fellow, she
provides research, analysis and concept development of selected
special operations issues, initiatives and emerging concepts,
focusing on those related to organizational and cultural topics
pertinent to our own forces and national security organizations,
as well as the adversary.
Dr.
Turnley's current work includes several projects focused on the
social and cultural aspects of homeland security, the assessment
of the terrorist threat, and the critical assessment of our own
national security complex. She has served on the Defense
Intelligence Agency Advisory Board. She also is working
in the area of the social study of science. Other projects
include support to the EPA in the development of approaches to
assess social, cultural, and economic impacts at Superfund sites,
the establishment of a bi-national applied research laboratory
with Mexico, and research in the cultural aspects of workplace
safety. Dr. Turnley has participated in regional economic development
efforts, and engaged in organizational audits and development
projects for local organizations. She has also organized and run
focus groups and workshops on a variety of topics and managed
strategic planning processes for small and large corporations.
Prior
to Galisteo, Dr. Turnley worked for ecological planning &
toxicology, inc. focusing on the area of risk communication and
stakeholder involvement in public decision-making. In this capacity,
she has given workshops in China and Poland on citizen involvement,
and participated in efforts to formalize public participation
in environmental management in this country.
Dr. Turnley has served as a technical
manager at Sandia National Laboratories, managing programs ranging
from the development of a GIS-based information management tool
on the safety of nuclear reactors around the world to methods
for evaluating the success of government-funded research programs.
Dr. Turnley also has worked in the non-profit
world. Prior to Sandia, she started and ran a non-profit business
assistance center for women in New Mexico called WESST corp, which
was called by the SBA (one of the funders) as their center of
theirs that gave the best value for the dollar.
Dr.
Turnley also has provided marketing and public relations services
for the high technology industry in New Mexico, in Silicon Valley
in its high-growth days of the early 1980’s, and on the
east coast.
Dr. Turnley has a B.A. in Anthropology
and English Literature from University of California Santa Cruz,
an M.A. in Social Anthropology from University of Michigan, Ann
Arbor, and a Ph.D. in Cultural Anthropology/Southeast Asian Studies
from Cornell University. She has published as both Jessica Glicken
and Jessica Turnley.

Peter A.
Chew, D.Phil., CPA, CFE
Dr. Peter
Chew is a Principal Investigator with Galisteo Consulting Group, Inc., a
consulting firm in Albuquerque, NM. Through his work with Galisteo
Consulting Group, he provides services in business process improvement,
data analytics, and national security to clients in the public and private sector.
Dr. Chew's current work includes projects focused on making sense of large
financial datasets, including applying cutting-edge methods from statistics
and informatics to improve business processes such as account reconciliation,
data analytics to support fraud investigations, the cultural and linguistic aspects
of national security including sentiment analysis in multilingual text. Dr. Chew
has also participated in financial and technology audits of a variety of local and
international organizations.
Prior to Galisteo, Dr. Chew served as a Senior Manager at Moss Adams LLP
(formerly Neff + Ricci LLP), the largest public accounting office in New Mexico,
and at Price Waterhouse in the United Kingdom and Russia. Dr. Chew also
served as a member of the technical staff at Sandia National Laboratories,
conducting original research and development into the application of linear and
multilinear algebraic analytic techniques to natural language, in particular
multilingual text.
Dr. Chew has a B.A. in Russian Language and Literature with subsidiary Polish
from the School of Slavonic and East European Studies at the University of
London, and an M.St. in Slavonic Studies and a D.Phil. in Computational
Linguistics from the University of Oxford.

Aaron
S. Perls
Aaron
Perls is an Analyst at Galisteo Consulting Group, Inc. He
performs research and analysis on organizations, national security,
and community-based topics. Recent projects include an in-depth
look at the use of computational social modeling in national security
decision-making, and a survey of the use of concepts of culture
and culture change in foreign affairs analysis. He brings
to the analyses experience in analyzing and tracking international
news and current events for a Washington, DC-based international
consulting and business development group focused on North Africa
and the Middle East. He also has extensive personal overseas
experience. His deep liberal arts education has given him
strong analytic and critical skills.
Mr.
Perls has interned at C&O Resources. He has an undergraduate
degree from St. Johns College in Liberal Arts. He has traveled
extensively and has intermediate competency in Spanish, and a
basic level of competency in French and Classical Greek.
